National Quarries Company Limited is looking for a candidate with strong negotiation skills, business acumen and ethics to fill the role of Procurement Manager.
JOB PURPOSE
The Procurement Manager is responsible for providing strategic leadership and oversight for the organization’s procurement, supply chain and logistics functions to ensure operational efficiency, cost effectiveness and continuous service delivery. Reporting directly to the Chief Executive Officer, the incumbent will drive procurement excellence through effective sourcing strategies, supplier relationship management, inventory optimization and policy development aligned with the Company’s operational and financial objectives.
JOB SUMMARY
The Procurement Manager plays a critical leadership role in supporting the Company’s operational continuity and long-term growth through the effective management of procurement and supply chain activities. This role is responsible for:
• Developing and implementing procurement policies, systems and procedures
• Managing supplier relationships and contractual negotiations
• Monitoring procurement budgets and expenditure
• Ensuring inventory availability while minimizing excess stock
• Driving cost reduction initiatives without compromising quality, compliance, or safety
• Identifying process improvement opportunities across the supply chain
POSITION DIMENSIONS
The Procurement Manager is expected to manage limited organizational resources effectively by securing optimal pricing, quality materials and timely delivery while maintaining efficient stock levels.
The role requires close coordination with Operations, Finance, Marketing, Information Technology, Sales and external suppliers and logistics providers.
The position operates at a senior management level and exercises decision-making authority within established corporate policies, procurement regulations and approved delegated limits.
KEY DUTIES AND RESPONSIBILITIES:
Procurement & Supply Chain Operations
• Manage procurement and supply chain activities to ensure uninterrupted business operations.
• Monitor and resolve supply chain issues including supplier delays, stock shortages, distribution bottlenecks and inventory imbalances.
• Collaborate with Department Heads to forecast needs and prioritize procurement requirements.
• Negotiate pricing, service terms and supply contracts to secure best value for the Company.
• Source, evaluate and approve suppliers based on quality, pricing and compliance standards.
• Implement procurement strategies that reduce overall supply chain costs while improving efficiency.
• Maintain effective inventory controls to balance availability with cost efficiency.
• Conduct supply chain process reviews and recommend improvements.
• Prepare procurement proposals for Executive Management approval.
• Ensure procurement compliance.
• Serve as liaison between Company and suppliers.
• Develop supplier performance metrics.
• Manage departmental budgets.
Leadership & People Management
• Lead, supervise and develop procurement staff.
• Establish departmental objectives and KPIs.
• Conduct performance evaluations.
• Ensure adherence to Health, Safety, Environmental and Quality policies.
• Report incidents and procedural breaches.
• Administer personnel procedures.
• Partner with Human Resources in recruitment and development.
Perform other related duties as assigned by the Chief Executive Officer or designated authority
MINIMUM QUALIFICATIONS AND EXPERIENCE
• Undergraduate Degree in Procurement, Supply Chain Management, Purchasing, Business Administration or related discipline
• Professional certification such as CIPS or equivalent
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
• Minimum of ten (10) years relevant procurement/supply chain experience in a medium-to-large organization
• At least five (5) years at senior management level
• Experience within a state enterprise or regulated environment would be an asset
