The Company is seeking a qualified Procurement & Contracts Officer to support the Supply Chain Management (SCM) function in executing competitive sourcing, contract development, commercial evaluation, contract administration, supplier performance monitoring, compliance reporting and reporting obligations under the Public Procurement and Disposal of Public Property Act and related regulations. The selected candidate will be engaged for a 6-month service contract term to provide a resource to support and strengthen SCM’s procurement and contracts management activities aligned to the Company’s business, governance and operational objectives.
SCOPE OF WORK/SERVICES
The Contractor shall provide a qualified Procurement & Contracts Officer to perform the following key functions:
• Contracting and Procurement
- RFQ/RFP/ITB solicitation and tender management including evaluation and recommendation preparation
- Negotiate and execute contracts for the procurement of goods and services on behalf of the Company.
- Manage and administer Master Service Agreements (MSAs), Strategic Partnership Arrangements (SPAs), and Blanket Purchase Agreements (BPAs). Review contract terms and ensure compliance with all obligations.
• Performance Monitoring and Compliance
- Monitor contract performance and report on compliance, non-performance, and delinquency issues.
- Maintain accurate records of supplier performance and compliance documentation.
• Contract Administration
- Develop, log, and maintain contract administration systems for tracking the procure-to-pay cycle, reporting dashboards, reporting trackers and Key Performance Indicators (KPI) data
- Ensure all procurement and contracting data is accurately maintained for audit readiness.
- Support budgeting, cost management and strategic sourcing initiatives
• Reporting
- Prepare monthly and ad hoc procurement and contract management reports for the SCM Department and Leadership Team, statutory reports to the Ministry Of Finance (MOF) and Office of Procurement Regulation (OPR).
• Strategic Support
- Participate in the planning and execution of procurement strategies and cost optimization initiatives.
- Provide analytical insights to support strategic sourcing, category management, and vendor rationalization efforts.
Deliverables include: daily updates to Trackers, weekly updates, monthly activity and performance reports, KPI data submissions, weekly cost savings report updates, close-out per contract and other reports.
REQUIREMENTS:
• Minimum academic qualifications of bachelor’s degree (required) in Business Management, Supply Chain Management, Engineering, Economics or related field
• CIPS or ISM certification will be considered an asset
• 5+ years’ procurement/contracts experience, preferably in the petrochemical or energy industry
• Strong knowledge of procurement law, contract principles, regulations and sourcing methods
• The Contractor must demonstrate capability and competence in the following key areas:
- Strong negotiation, communication and commercial analytical skills
- Strong understanding of procurement regulations and contract law fundamentals
- Proficiency in contract law and tender evaluation techniques
- Capability in MSAs, strategic sourcing, tendering and contract administration expertise
- Supplier compliance and performance monitoring
- Confidentiality and data protection required
- Compliance with audit and quality documentation requirements
